[Host is incorrect with that statement as each power has a drawback. The stronger it is the bigger requirements. Example would be if you had a G.o.d grade ability or item without the necessary requirements you wouldn't even bring out 0.1% of its potential. Midoria Izuku is a example of this, while One for all is a high grade quirk even with extreme training Izuku cannot bring out more than a quarter of its power without damaging his body. And even then that is compared to what Tos.h.i.+nori/All might's power as he haven't even touched 30% of its full potential.]
